My name is Sanda Rasoamahenina, and I am honoured to stand before you as a candidate for the World Scout Committee.
From Madagascar, I bring over 30 years of dedication to Scouting. My journey began as a young Cub in Madagascar and has taken me through significant roles in Scouting. Throughout my Scouting career, I have remained deeply committed to the values of Scouting and the development of young people.
I am married and have two children. My 14-year-old son and my 11-year-old daughter have both been active Scouts since they were little. My wife is incredibly supportive of all our family’s Scouting endeavours, making us a true Scouting family. Scouting has not only shaped my professional and personal life but has also been a guiding light for my family. We believe in the power of Scouting to empower people, transform lives, and build a better world.
In my professional life, I am a Development Manager. My role in an international organisation allows me to combine my passion for youth development and sports, contributing to transformative programs that make a significant impact globally. My work involves fostering positive relationships, implementing effective programs, and driving strategic growth—all of which are skills I bring to my role in Scouting.
Experience and Achievements
- International Commissioner of the Malagasy Scout Federation: Fostered international cooperation.
- Vice-Chairman of the Africa Scout Committee: Led initiatives to expand Scouting in countries like the Central African Republic and Comoros.
- Co-Hub Chief at the 25th World Scout Jamboree in Korea: Ensured smooth operations and witnessed the power of global unity and friendship.
What do you like most about Scouting?
My Proudest Scouting Accomplishment
In 2015, I embarked on a challenging yet inspiring journey to connect with the Scouts of Comoros. With minimal information and no clear expectations, I ventured into the unknown, driven by a deep commitment to the Scouting movement. Upon arrival, I met M. Mohamed Aly, the visionary founder of Wezombeli Scouts, and a few dedicated members of the National Committee. At that time, Scouting in the Comoros was in its infancy, with limited knowledge, no external relations, and just about 350 Scouts across the nation.
Determined to make a difference, initiave to integrate numerous projects was taken, providing unwavering support to the organization. I traveled tirelessly to all the islands in Comoros—Ngazidja, Mohéli, and Anjouan—to engage with local authorities, partners, and the media. A milestone moment came in 2017 when Scouting was introduced on Anjouan Island, marking a significant expansion of our movement.
Today, the Scout Association of Comoros, « Wezombeli, » stands as a beacon of growth and opportunity. With around 4,500 members nationwide, they proudly participate in various international events and they also benefit from MOP project funding. This remarkable transformation is a testament to the resilience and dedication of every Scout in Comoros.
As I prepare for the upcoming conference, I am filled with pride and hope. Immediately after, I will meet with the Minister of Sport and the Head of State to discuss further advancements for Scouting in Comoros. Together, we will continue to empower young people, fostering a brighter future for our nation through the spirit of Scouting.

- Implement programmes that enhance environmental and social sustainability.
- Strengthen the use of the Scout Method through digital and real-world solutions, ensuring that Scouting is accessible, fun, rewarding, and engaging.

I deeply believe that Scouting remains the most powerful educational movement in the world. As leaders, we have the duty to preserve our beloved movement, keep it relevant, and grow it so that its potential is fulfilled and Baden Powell’s vision lives on for future generations.
I also understand the importance of diverse perspectives in shaping a vibrant, inclusive, and solid Scouting movement. My journey has equipped me with a broad understanding of the unique challenges and opportunities we face in different regions.
I bring a wealth of experience from my roles in Scouting and my professional career. As a Development Manager and former Ministerial Advisor, I have honed my skills in project management, strategic planning, and leadership. These experiences have equipped me with the tools to drive positive change and innovation within the Scouting movement.
I am passionate about youth empowerment, inclusivity, and sustainability. I envision a Scouting movement that is accessible to all, embraces diversity, and leads the way in environmental stewardship. My focus will be on creating opportunities for young people to grow, lead, and make a difference. I believe in breaking down barriers and fostering a culture of inclusivity where every young person has the chance to experience the magic of Scouting.
I am committed to ensuring that Scouting remains relevant and engaging in the digital age. By leveraging technology, we can connect and inspire Scouts across the globe, empowering them as informed decision-makers and responsible active citizens.
